Bingen am Rhein printed its own hyperinflation emergency currency in 1923 because the Reichsbank simply could not supply denominations fast enough to keep pace with collapsing purchasing power. By the time a note this size was issued, 500 million marks would not have covered a week's groceries. Vincenz Pekarek was a local commercial printer, not a security press — the watermarked paper was essentially the only concession to anti-counterfeiting, since the economics of forgery had become absurd anyway.
The single signature, "Schön," belongs to a district-level administrator, which places this firmly in the world of Kommunales Notgeld rather than any central banking apparatus.
