Dortmund's municipal administration issued this note under emergency currency powers — the Notgeld framework that allowed German cities and districts to print their own denominations when Reichsbank supply could not keep pace with hyperinflation. By the time 500-million-mark denominations were necessary, late 1923, wages were being paid daily and spent within hours. The coverage of both Dortmund and the Landkreis Hörde under a single issuing authority reflects practical administrative consolidation under crisis conditions.

Local printing kept turnaround fast. It also means paper quality and impression consistency vary noticeably across surviving examples of this series.
