Yugoslavia's hyperinflation of 1993 was among the most severe ever recorded — monthly inflation peaked at 313 million percent in January 1994, making this 500 billion dinar note obsolete almost immediately after issue. The dinar was redenominated multiple times in rapid succession; a note of this face value would have bought little more than a loaf of bread, if that, before the series was withdrawn.
ZIN had been printing increasingly large denominations throughout the year at a pace that outran any meaningful monetary planning. This note was not the ceiling — notes of 500 trillion dinara followed within months.
