China's Panda gold series has carried a changing design requirement since its 1982 introduction — the panda motif must differ each year, a deliberate policy that drives annual collector demand and renders year-specific hoarding rational. The 2019 issue was struck at mints in Shenzhen and Shenyang, both facilities operating under strict People's Bank allocation controls that cap total mintage figures well below Western sovereign bullion programs of comparable denomination.
The 3g fraction was introduced in 2016 when China converted the series from troy-ounce weights to metric, replacing the previous 1/10 oz piece.
