The Bank of West Shantung (鲁西银行, Lǔxī Yínháng) was a Communist Party financial institution established in the Luxi base area of western Shandong province, operating under the authority of the Jin-Ji-Lu-Yu Border Region government. These notes were tools of wartime economic warfare as much as currency — the base area administrations used their own paper money partly to resist Japanese military scrip and the puppet currencies being pushed into occupied zones.
