The Bank of Rehher Sheeng — a romanization of 熱河省銀行, the Provincial Bank of Rehe — operated in Jehol Province, the contested Manchurian territory that had been under Japanese occupation since 1933. By 1946, Rehe was caught between Nationalist and Communist forces in the opening phase of the civil war, and provincial banking infrastructure was improvised at best. Notes from this issuer circulated in a region where monetary authority changed hands rapidly and repeatedly.
The printer Yung Pei Huan is obscure even by the standards of wartime Chinese provincial printing — documentation on the firm is sparse, and output quality across the series is inconsistent.
