Issued under the Food and Agriculture Organization coin program, which recruited central banks worldwide throughout the 1970s to mint circulating coins bearing agricultural themes as a form of development messaging. South Korea's participation came during a period of intense government-directed economic expansion — Park Chung-hee's administration had staked considerable political credibility on the Saemaul Undong rural modernization movement launched in 1970, making an FAO-affiliated agricultural coin a natural fit for official policy optics.
The FAO program itself wound down considerably after the late 1970s as participating nations lost interest in the initiative.
