Vanuatu's commemorative coinage of this period was largely produced for the collector export market rather than domestic circulation — the islands had minimal numismatic infrastructure, and issues like this one were effectively contracted out to foreign minting houses and sold through international distributors. The 1994 FIFA World Cup, hosted jointly across nine American cities, generated an enormous wave of licensed commemorative issues from nations with no meaningful connection to the tournament.
