Bulgaria struck this coin in anticipation of EU accession, which finally came on January 1, 2007 — two years after this issue. The Bulgarian National Bank released the EU-themed coinage series ahead of membership as a statement of political commitment during the accession negotiations, not as a commemorative after the fact.
KM#282 is part of a short-lived parallel coinage that was superseded once standard post-accession issues were introduced.
