A sheaf of rice and grain stalks rises from behind the numerals, spreading upward and to either side in a graceful arrangement symbolic of agricultural prosperity. The legend '日本政府' (Japanese Government) arcs along the upper periphery in Japanese characters, while the date inscription '昭和二十二年' (Showa Year 22) runs along the lower periphery. Gear-tooth industrial motifs flank the lower sides of the central device, reflecting postwar reconstruction themes.
