The Inter-Parliamentary Union held its 97th Conference in New Delhi in 1997, one of the largest gatherings of parliamentary delegations India had hosted to that point. The Reserve Bank issued this commemorative to coincide with it — a relatively rare occasion where India chose a non-decimal face value for a commemorative series that had otherwise favored 100-rupee pieces.
KM#318 is not a difficult coin to find, but circulated examples are uncommon simply because most were sold directly to attendees and collectors rather than released through banking channels.
