The Turkestan District notes of 1918 were produced under conditions of acute administrative chaos — the Tashkent Soviet had seized the branch from Tsarist control only months earlier, and the regional economy was hemorrhaging currency as supply lines from Moscow collapsed entirely. This 50 Rouble note was authorized by the local Soviet apparatus to address a shortage so severe that the Tashkent branch simply could not wait for central authorization.
The S-prefix in the Pick reference reflects its classification as a Soviet regional emergency issue, distinct from RSFSR central emissions. Turkestan's geographic isolation during the Civil War made these notes functionally irredeemable outside the region for extended periods.
