Issued to mark the centenary of Russia's foreign intelligence apparatus, tracing its institutional lineage to the INO — the Foreign Department of the Cheka — established in December 1920 under Felix Dzerzhinsky. The SVR itself was carved out of the KGB's First Chief Directorate in December 1991, just days before the Soviet Union formally dissolved.
