Komuch — the Committee of Members of the Constituent Assembly — controlled Samara from June to October 1918, one of several anti-Bolshevik governments that emerged along the Volga following the Czech Legion's seizure of the city. This note was produced under wartime conditions with no access to specialist printing facilities, which accounts for the wax seal as the primary security measure — an almost medieval solution to the problem of counterfeiting.

Komuch collapsed in November 1918 after military defeats pushed its forces east. Notes issued under its authority had an operational lifespan measured in weeks.
