The North Caucasus Regional Executive Committee issued this note during one of the most chaotic theaters of the Russian Civil War — a region contested simultaneously by Volunteer Army forces, the Red Army, Cossack atamans, and several short-lived local governments between 1918 and 1920. The committee's authority over its own territory was never stable, and the notes it issued circulated under conditions of near-constant military disruption.

P#S457 belongs to the broad category of "provisional" Soviet-era regionals that filled the vacuum left by the collapse of Tsarist and Provisional Government currency. Counterfeiting was rampant across the North Caucasus in this period, and multiple issuing bodies were printing simultaneously — making authentication of surviving examples genuinely complicated.
