The 1919 Soviet 50 Rouble was issued during a period of catastrophic monetary disintegration. The Bolshevik government was printing currency at a rate that bore no relationship to any underlying reserve — by 1921, the ruble had lost something in the range of 96% of its pre-revolutionary purchasing power, and notes like this one circulated alongside dozens of competing regional, military, and cooperative issues, none of which were universally accepted.

Goznak had only just been reorganized from the Imperial-era Expedition for the Procurement of State Papers, inheriting its presses, its paper stocks, and many of its skilled workers — continuity the new government needed but rarely acknowledged publicly.
