Obverse description Central field bears the National Arms of the People's Socialist Republic of Albania, depicting a double-headed eagle displayed beneath a five-pointed star, the whole enclosed within a wreath of wheat ears tied at the base, with crossed fasces below. Eleven five-pointed stars ring the periphery. The legend SHQIPËRI arcs across the upper field, and the date 1964 appears in the lower exergue. A ribbon on the lower arms bears the inscription 24 MAJ 1944.

Albania's 1964 coinage series was produced under Enver Hoxha's government during a period of dramatic political realignment — the year Tirana formally broke with Moscow following years of tension rooted in Khrushchev's de-Stalinization policies. China stepped in as the primary patron, and Albanian state enterprises, including the mint, operated under conditions of near-total isolation from the Western bloc. The aluminium composition reflects chronic material constraints rather than any technical preference.
