El Dabaa sits on Egypt's Mediterranean coast roughly 300 kilometers northwest of Cairo, and the nuclear plant taking shape there has been decades in the making — first proposed in the 1980s, repeatedly shelved, and finally revived through a 2015 agreement with Russia's Rosatom. The project has faced sustained criticism from neighboring communities over resettlement disputes and from international observers over financing arrangements that leave Egypt carrying substantial sovereign debt to Moscow.
This commemorative was issued before any of the plant's four VVER-1200 reactors reached operational status.
