Oelsnitz im Vogtland, a textile manufacturing town in Saxony, issued Notgeld during the acute small-change shortage that gripped Germany in the final years of World War I and its immediate aftermath. Municipal authorities across the country were effectively forced into emergency currency production when Reichsbank coin supplies dried up and commercial transactions ground to a halt without denominations under one Mark.
Stadtgemeinde issues like this one carried the full legal weight of the issuing municipality — redemption was theoretically guaranteed against the town's accounts, though in practice the hyperinflationary spiral of 1922–1923 rendered that guarantee meaningless long before most notes were ever presented.
