Wittgensdorf is a small industrial village that was incorporated into Chemnitz in 1950, which means this note was issued by a municipality that no longer formally exists. Like most German Kleingeldscheine from 1921, it was printed to address the acute small-denomination coin shortage that followed the wartime metal requisitions — official Reichsmünze output simply could not keep pace with demand at the local level.
Thüringische Verlagsanstalt in Jena was primarily a publishing house, one of dozens of non-specialist printers pressed into Notgeld production during the peak years.
