Robert Dahms was a publisher — Verlag is simply the German word for publishing house — and Eisenach-based publishers occasionally issued small-denomination emergency money (Notgeld) during and after the First World War when coinage all but vanished from circulation. That a commercial publisher rather than a municipality or savings bank put its name on this note is the detail worth pausing on: Dahms was essentially self-authorizing, as many private businesses did in that chaotic period.
Gebrüder Gotthelft of Cassel were a well-established printing firm with a long history of commercial and security work. The "P.P. Drawing" designer credit is unusually informal — likely a local illustrator working on commission rather than a professional banknote engraver.
