Neustadt bei Pinne — now Lwówek, Poland — was a majority-German town in the Posen region that found itself on the wrong side of the postwar border settlement. These Notgeld issues came out of the acute coin shortage that paralyzed small-town commerce across Germany from 1917 onward, with municipal magistrates stepping in where the Reichsbank could not. J. P. Himmer of Augsburg was a reliable mid-tier printer for this class of emergency issue, handling municipal contracts from across Bavaria and beyond.
The official stamp was the issuer's primary anti-counterfeiting measure — applied locally after delivery from the printer.
