Harburg an der Elbe was still an independent Prussian city in the early Weimar notgeld period — it would not be incorporated into Hamburg until 1937. The Handelskammer, as the local chamber of commerce, had both the institutional authority and the practical motivation to issue emergency small change during the acute coin shortage of 1917–1921, when hoarding of metal currency had effectively stripped low denominations from everyday commerce.
