German Handelskammer notgeld of this period emerged from a practical impasse: wartime hoarding of metal coinage had gutted small-denomination circulation, and the Reichsbank could not fill the gap fast enough. Local chambers of commerce, municipalities, and private firms were grudgingly permitted to issue their own emergency fractional notes beginning in 1916. The Göttingen Handelskammer note of 1917 belongs to that first wave of institutional notgeld, before the better-known municipal flood of 1918–1922.

Local printing was the norm for these issues. Acceptance was technically limited to the issuing district, and redemption obligations sat with the chamber itself.
