The Handels- und Gewerbekammer für den Kreis Meiningen — the chamber of commerce for the Meiningen district — was one of thousands of local institutions forced into emergency currency issuance during the post-WWI paper shortage and inflationary instability of the early Weimar period. Chambers of commerce, unlike municipalities, had no standing authority to issue currency; their Notgeld was tolerated out of necessity rather than legal right.
Keyßner'sche Hofbuchdruckerei was the established court printer in Meiningen, a small Thuringian residence town. The "Hof" designation dates from the Duchy of Saxe-Meiningen, dissolved in 1918 — a title the firm apparently retained out of habit into the republic.
