Lingen am Ems was a small Westphalian market town, and its Magistrat issued this note as part of the wider German municipal Notgeld wave that peaked in 1917–1922, when chronic small-change shortages — driven by coin hoarding and metal requisitioning for the war effort — forced hundreds of towns to print their own emergency fractional currency. Municipal issues of this denomination were authorized under emergency finance ordinances, with local councils bearing full redemption liability.

The extreme elongation of the format — roughly three times as long as it is tall — is characteristic of a specific subset of Westphalian Kleingeldscheine from this period.
