Döbeln's 1921 Notgeld issue was one of thousands of municipal emergency currency series produced across Germany as coin shortages and postwar economic instability forced local authorities to fill the vacuum left by the central monetary system. The Ratsdruckerei R. Dulce in Glauchau was a regional jobbing printer that handled Notgeld commissions for multiple Saxon municipalities during this period — not a specialist banknote house, which shows in the relatively modest production quality typical of these civic contracts.
Designer Schleinitz is credited on this series, though documentation on the individual is thin. The 1921 date places this squarely before the hyperinflationary collapse of 1922–23, when Notgeld denominations would balloon into the millions.
