Itzehoe's 1921 Notgeld issue belongs to the second and more commercially minded wave of German municipal emergency currency — by this point many towns were designing their small-denomination paper less for fiscal necessity than for the collector trade that had rapidly emerged around the series. Whether Itzehoe's issue was printed speculatively or in genuine response to the chronic small-change shortage that plagued postwar Germany is a distinction worth considering when assessing surviving quantities.

Local printing in Itzehoe rather than through one of the major specialist houses keeps the production quality modest.
