Hallig Oland is one of the smallest permanently inhabited islands in the North Frisian chain — an exposed tidal flat with a population that rarely exceeded a few dozen. That a municipality this size issued its own emergency currency in 1921 is a direct consequence of the Weimar-era Notgeld phenomenon, when the postwar coin shortage pushed even the most remote German communities into printing their own small-denomination scrip.

The DeNG reference distinguishes two variants (1013.1 and 1013.2), suggesting at least minor printing differences exist between surviving examples — worth examining closely if more than one specimen comes to hand. Eduard Pansen's single signature as issuing authority reflects the minimal administrative apparatus of a community this size.
