Freiberg's 1921 Kleingeldscheine were a direct response to the chronic small-change shortages that plagued German municipalities in the early Weimar period — metal coinage had been hoarded, melted, or simply failed to keep pace with rapid inflation. The City Council issued these notes under emergency authorization provisions that allowed local authorities to print substitute currency, a practice that produced thousands of distinct local types across Germany between 1918 and 1923.
Ernst Lange was a local Freiberg printer, which makes this a genuinely domestic product from first design to final signature. The Oberbürgermeister's signature, rendered here as "Haupt," carries legal weight under the authorizing ordinance.
