Pasewalk's municipal Notgeld was a common response to the chronic small-change shortage that plagued Germany through the early Weimar years — federal coinage simply wasn't reaching local circulation in useful quantities. What makes this note more traceable than most is that both printer and designer were local: J. Scheidling operated in Pasewalk itself, and H. Wildt's design credit appears on a note that never left the immediate region in any meaningful volume.
Collector series or genuine emergency issue is the real question with Pasewalk pieces. By 1921 many municipalities were printing Notgeld as much for philatelic sale as practical use.
