Parey an der Elbe is a small town in Saxony-Anhalt, and its Spar- und Creditbank was precisely the kind of local savings and credit institution that proliferated across Weimar Germany when the postwar coin shortage made small-denomination currency a practical emergency rather than a banking policy. The 1921 Pfennig issues from hundreds of such institutions were collectively known as Kleingeldersatz — small change substitutes — and had no legal tender status beyond the issuing town's own commercial ecosystem.
