Kreisausschuss des Kreises Liebenwerda issued this Notgeld note during the acute small-change shortage that gripped Germany in the early Weimar period, when hoarding of metal coins left everyday commerce effectively paralyzed. District-level authorities — Kreisausschüsse — stepped into the vacuum because the central government simply wasn't moving fast enough. Liebenwerda, a small administrative district in what is now southern Brandenburg, was one of hundreds of such issuers producing emergency fractional currency in 1920.
The volume of German municipal Notgeld from this period is staggering, which suppresses collector value for common types — but also means condition variation is wide and worth attention here.
