Wernigerode's municipal administration issued this Notgeld note during the acute small-change shortage that followed Germany's post-war economic dislocation — copper and nickel coins had effectively vanished from circulation by 1919–1920, hoarded or melted, forcing thousands of German municipalities to print their own fractional currency. Faber's Magdeburg press handled enormous volumes of this emergency municipal work across the region, and quality was deliberately kept functional rather than elaborate.

The Magistrat series from Wernigerode is not among the scarcer Harz-region issues.
