Hamburg's Hauptstaatskasse — the main state treasury, not a commercial bank — issued this note as part of Germany's Kleingeldersatz system, the nationwide emergency small-change substitution scheme that emerged after silver and copper coins disappeared into hoarding and wartime metal requisitions. By 1917, the Reichsbank had lost effective control of fractional currency, and hundreds of municipal and regional authorities were printing their own Notgeld to keep retail commerce functional.

The official stamp served as the sole authentication mechanism, which made these notes trivially easy to counterfeit — a known problem across the entire Kleingeldersatz program.
