Cuba issued a wave of large-format silver collector pieces in the early 1990s as the "Special Period in Time of Peace" — the government's euphemism for the economic freefall that followed the Soviet collapse — gutted the island's hard currency reserves. Exporting commemorative coinage to foreign collectors and dealers was one of several schemes the Castro government used to pull in desperately needed dollars, pesetas, and deutschmarks.
The Spanish monarchy theme was a calculated choice: Spain was simultaneously Cuba's most important Western trading partner at the time and a primary market for the coins themselves.
