Issued to mark the 1994 constitutional reform that allowed Menem to seek a second consecutive term — the Pacto de Olivos, brokered behind closed doors between Menem and Alfonsín in November 1993, was the political bargain that made the convention possible. The reform also introduced direct presidential elections, a third senator per province, and a four-year reduction in the presidential term.
Fractional gold commemoratives from Casa de Moneda during this period were struck in limited quantities for collector sets, rarely entering general circulation.
