The Banco de la Provincia de Buenos Aires was the oldest provincial bank in Argentina, and by 1883 it was operating in a precarious position — the province had been stripped of its capital city just three years earlier when Buenos Aires was federalized, forcing an institutional separation that left the provincial bank without its traditional seat of government backing. This note was issued into that unsettled environment.

ABNC produced the series in New York, as was standard practice for Argentine issuers of the period who distrusted local printing infrastructure. The PS prefix in the Pick reference indicates this is cataloged under private and provincial issues, not central government emission — a meaningful distinction given the currency fragmentation that plagued Argentina before the 1890 Baring Crisis forced consolidation.
