Cuba's 40th anniversary commemorative gold program of 1999 was issued during one of the island's most economically precarious decades — the Special Period following Soviet collapse had gutted the peso economy and hard currency was functionally nonexistent for most Cubans. These pieces were never intended for domestic circulation. They were minted explicitly for foreign collectors and the convertible currency market, a quiet acknowledgment that revolutionary iconography had become an export commodity.
