Part of a broader run of Jersey commemoratives marking the 200th anniversary of HMS Victory's designation as a permanent fixture at Portsmouth, this issue appeared alongside several companion pieces released through the same programme. Victory herself never fired her cannons after Trafalgar in 1805 — she was decommissioned to dry dock in 1922 and has remained there since, making the firing-cannon imagery purely historical rather than commemorative of any later action.
