The ouguiya was introduced in 1973 when Mauritania left the West African Monetary Union and severed the franc CFA peg, making the fiftieth anniversary a reasonable occasion for a commemorative issue. Hybrid substrate — a paper-polymer composite — had become a preferred option among several African central banks during the early 2020s, offering improved durability over pure cotton paper without committing to full polymer.

P#28 is a recent addition to the catalog and documentation remains thin. The watermark is, for a commemorative hybrid note, a modest security specification.
