Rio Grande do Sul's state treasury issued these notes during the political and economic fallout of 1930–31, when Getúlio Vargas — himself a gaúcho — had just seized power federally and the state's finances were under acute strain. Local scrip of this kind filled the gap left by disrupted federal currency flows, but its acceptance was never guaranteed beyond the state's own administrative transactions.
Lithografia da Livraria do Globo was a Porto Alegre commercial printer, not a security press. That origin shows in the lithographic execution, which lacks the intaglio depth of contemporaneous federal issues from Casa da Moeda.
