Turkmenistan's permanent neutrality was formally recognized by the United Nations in December 1995 — an unusual diplomatic status that only a handful of states have ever held, and one that Saparmurat Niyazov's government pursued largely to insulate the country from post-Soviet regional entanglements while maintaining bilateral energy deals with both Russia and China. The 2015 commemorative marks the twentieth anniversary of that recognition.
Niyazov died in 2006, and his successor Gurbanguly Berdimuhamedov has consistently used neutrality anniversaries as occasions for state coinage programs.
