Issued to mark five years of Mobutu Sese Seko's rule, this proof was struck before the regime's sweeping "Authenticité" cultural revolution formally renamed the country Zaïre in 1971 — meaning the issuing authority on this coin ceased to exist within a year of its minting. Mobutu had seized power in November 1965 in a CIA-backed coup, his second such intervention in five years, deposing the Kasavubu government with minimal resistance.
The .900 gold proof series from this anniversary is thinly distributed across reference literature, and KM#12a represents the gold variant of a multi-metal commemorative program. Mintage figures remain poorly documented.
