Banca Sella, headquartered in Biella, issued this note under Italy's provisions allowing certain private institutions to produce low-denomination fiduciary money during the coin shortage of the mid-1970s. The shortage was severe enough that municipalities, transit companies, and regional banks all resorted to their own paper substitutes — an ad hoc parallel currency ecosystem that the Banca d'Italia tolerated but did not formally endorse.

Marco Spada & C. S.p.A. of Milan handled production, with the guilloche work serving as the primary anti-counterfeiting measure — modest by national central bank standards, but adequate for instruments rarely expected to travel far from their issuing region.
