Romania's postwar finances were in serious disorder by 1920, and the Ministry of Finance — rather than the National Bank — stepped in as direct issuer for several small and mid-denomination notes during this period. The arrangement was unusual and reflected how strained institutional authority had become following the occupation, the territorial expansions of 1918, and the challenge of integrating multiple former currency zones into a single monetary system.

The American Bank Note Company contract was part of a broader Romanian push to source secure printing abroad while domestic capacity remained inadequate. ABNC had already handled Romanian work before the war, so the relationship was established rather than improvised.
