Ukraine's first post-Soviet coinage was struck not in Ukraine but at the Italian Istituto Poligrafico e Zecca dello Stato in Rome, as the newly independent country lacked the domestic minting capacity to produce its own currency. The National Mint of Ukraine in Luhansk would not reach full operational capability until the mid-1990s, making foreign contract striking a practical necessity during the transitional years.
