Reverse description The reverse is printed entirely in letterpress within an ornate scrollwork border with floral corner ornaments. The large denomination КОП. 50 КОП. occupies the centre, with a two-line text above stating that the note circulates on a par with silver change coin, and an anti-counterfeiting warning below.

The Baku City Council issued this note during one of the most volatile stretches of the South Caucasus's short-lived post-imperial fragmentation. In 1918, Baku changed hands multiple times — from the Baku Commune under Stepan Shaumian's Bolshevik leadership in the spring, to the Centro-Caspian Dictatorship in August, then briefly to Ottoman-backed Azerbaijani forces in September. Municipal scrip of this kind was a direct response to the near-total collapse of circulating coinage and reliable currency supply during these transitions.

City council issues from this period were stopgap instruments, typically printed under whatever facilities were locally available. Survivorship is uneven.
