Laos issued a wave of commemorative silver pieces in the late 1980s almost entirely for the export collector market — the domestic economy ran on aluminum and, briefly, banknotes printed in bulk after the Pathet Lao takeover in 1975. This coin never circulated inside Laos and was almost certainly produced by a foreign mint on contract, a common arrangement for small socialist states seeking hard currency during that period.
The 1990 FIFA World Cup in Italy was a favorite subject for exactly this kind of issue, with dozens of nations holding no footballing relevance producing silver commemoratives for the same event.
