Wels notgeld from this period occupies a peculiar administrative moment: by 1920, the flood of Austrian municipal emergency money was already receding, and many towns were issuing final denominations more to satisfy collector demand than genuine transactional need. The Stadtgemeinde Wels was no exception. These later issues circulated alongside a stabilizing national currency rather than filling a genuine void, which complicates the question of actual usage.
Karl Richter's signature as the authorizing official appears across the Wels series. The JPR1167I classification groups this 50 Heller among the confirmed issued variants, distinct from the proofs and specimens sometimes encountered from the same municipality.
